Excise taxes on alcohol, cigarettes, and vapes will increase in Armenia starting in February 2027

At an extraordinary session on Friday, the National Assembly of Armenia adopted, in the second and final reading, amendments to the Tax Code providing for changes in excise tax rates for 2027-2029.

YEREVAN, July 3. /ARKA/. At an extraordinary session on Friday, the National Assembly of Armenia adopted, in the second and final reading, amendments to the Tax Code providing for changes in excise tax rates for 2027-2029.

Armenian Deputy Finance Minister Arman Poghosyan stated that excise rates are regularly indexed to account for inflation, as well as in accordance with agreements in force within the Eurasian Economic Union (EAEU).

"For this purpose, a new schedule is approved every three years. The current one expires at the end of 2026, and the adopted one is for 2027-2029. The new rates will come into effect on February 1, 2027," Poghosyan noted.

According to him, the excise tax on cognac will be set at 4,000 drams per liter of absolute alcohol. Currently, the rate ranges from 3,300 to 24,000 drams depending on the age of the product: it will increase for young cognacs and decrease for mature ones.

The excise tax on fruit vodka will decrease from 4,600 to 3,000 drams per liter. For other strong alcoholic beverages, the rate will remain at 4,600 drams. The excise tax on wine will increase from 165 to 210 drams per liter.

Excise taxes on tobacco products will also increase. The rate on cigarettes will increase from 19,500 to 21,000 drams per 1,000 cigarettes, with a further increase to 24,000 drams by 2029. The excise tax on e-cigarettes will increase from 4,150 to 5,400 drams per 1,000 units, reaching 9,000 drams by 2029.

Poghosyan explained that the reform involves redistributing the tax burden between different categories of alcohol and gradually tightening excise taxes on tobacco products. ($1 = 367.79 drams).
