Armenia files third interstate complaint against Azerbaijan to ECHR

YEREVAN, August 2. /ARKA/. Armenia has submitted a new complete interstate complaint against Azerbaijan to the European Court of Human Rights (ECHR), the Office of the Representative of Armenia on International Legal Issues said in a Facebook statement.

The complaint was filed with the ECHR on July 27 this year and refers to the violation of the rights of civilians due to Azerbaijani aggression against the Armenian villages of Khramort and Parukh of Nagorno-Karabakh in 2022, to real threats voiced by Azerbaijan against the residents of borderline villages in Nagorno-Karabakh, as well as to cases of use of force in 2021-2022 by Azerbaijani armed forces against civilians in violation of the latter’s right to life.

On February 2, 2021, the Armenian government filed its first interstate complaint against Azerbaijan with the ECHR for violations of conventions, committed during and after the 44-day war in Nagorno-Karabakh in 2020 autumn.

On June 6, 202, Armenia's second interstate complaint against Azerbaijan was submitted to the ECHR. It was about the illegal trials of Armenian prisoners of war in Azerbaijan. Documents on the violation of their rights and illegal deprivation of freedom were submitted to the ECHR.

On March 24, 2022, Azerbaijani armed forces intruded into the area of responsibility of the Russian peacekeeping forces in Nagorno-Karabakh, taking under their control part of the village of Parukh of the Askeran region and adjoining positions trying to advance deeper into Nagorno-Karabakh.

On March 25 night Azerbaijani units fired at the positions of Defense Army of Nagorno-Karabakh using UAV strikes. On March 26 they made another attempt to advance towards the eastern borders of Nagorno-Karabakh, but sustained heavy losses. The Armenian side had three soldiers killed and 15 wounded.

According to the Nagorno-Karabakh Ministry of Defense, the Azerbaijani troops remain at some parts of Karaglukh height near the village of Parukh. Nagorno-Karabakh authorities and Russian peacekeeping contingent have been trying to make the Azerbaijani side return to their initial positions. -0-
