ARMENIA NEEDS HIGH-LEVEL LEGAL CULTURE

Armenia’s public needs higher-level of legal culture, RA Ombudsman Armen Harutyunyan stated at the conference “Constitution of Armenia: theory and political reality”.
YEREVAN, July 11. /ARKA/. Armenia’s public needs higher-level of legal culture, RA Ombudsman Armen Harutyunyan stated at the conference “Constitution of Armenia: theory and political reality”.

Presenting a report entitled “Process of judicial reforms in the context of constitutional reforms,” Harutyunyan pointed out that much has been done in the country for the public to comprehend the system of separation of powers, but the public shows lack of legal culture and cooperation.

“We need to change the citizens’ system of intrinsic values, their way of thinking. If we do not work in this direction, we can amend the Constitution many times without achieving any results,” he said.

Harutyunyan said that both strong and weak points of the reformed Constitution, but it is much more importance for us to realize whether the country is following the way of forming a rule-of-law state or not.

“The post-Soviet countries are showing a trend when one branch of power is more influential than others, but not that of separation of powers. Armenia also has a problem of court verdicts not being executed, which is the most absurd phenomenon,” Harutryunyan said.

The RA Ombudsman pointed out the problems of human rights protection in Armenia’s state government bodies. Harutyunyan also reported that n active struggle is being waged against this phenomenon. As a result, six persons were dismissed from Armenia’s police.

The conference “Constitution of Armenia: theory and political reality” was organized by the United Liberal National Party of Armenia and the Association of British Graduates. Among the participants are well-known jurists, experts in legislation and judicial reforms, scientists, representatives of political parties and public organizations, students and journalists.

The constitutional referendum was held in Armenia on November 27, 2005. P.T. –0--
