Armenia’s Ministry of Justice will develop a string of mechanisms to minimize the possibility of repeat offences committed by convicts amnestied last year, Justice Minister Artak Zeinalyan said at a press conference on Monday.

YEREVAN, April 29. /ARKA/. Armenia’s Ministry of Justice will develop a string of mechanisms to minimize the possibility of repeat offences committed by convicts amnestied last year, Justice Minister Artak Zeinalyan said at a press conference on Monday.

The amnesty announced in November 3, 2018 in connection with the 100th anniversary of the first independent Armenian state, applied to total of 6,500 convicts. Some 650 prisoners were  set free and the sentences of other convicts were  reduced.

"We said earlier that the former convicts who were amnestied last year were likely to commit repeat crimes, but the number of such persons is very small,"  Zeinalyan said.

He said  the amnesty applies only to those who commit first time crimes, and if a person has already been released once under an amnesty or on probation, they will no longer be eligible to amnesty in case of committing repeat offence.

He said one of the mechanisms envisages provision of two-month benefits for job search, the possibility of working while in detention and other mechanisms for the fastest possible socialization. --0—
