Risks of external interference to increase in Armenia in 2025 ahead of 2026 elections - FIS forecast

YEREVAN, January 23. /ARKA/. External interference regarding Armenia and information risks are expected to increase in 2025, especially with the parliamentary elections scheduled for 2026. This is highlighted in the annual risk assessment report by the Foreign Intelligence Service (FIS) of Armenia.
“The current year is likely to become a period of informational 'preparation,' aimed at, among other things, the artificial imposition of geopolitically uncontested orientations on our public discourse, and the formation of agendas that do not align with Armenia's interests. The risk of cyberattacks by various external actors will also likely rise, including leaks of personal data of Armenian citizens, as well as attacks on intelligence agents and decision-makers using spyware,” the document states.
According to the Foreign Intelligence Service, information operations targeting the Republic of Armenia in 2025 will aim, among other things, to create internal instability and polarize society.
“Actions will continue to be taken that damage Armenia’s relations with other countries, including the spread of false information about our foreign policy and the manipulation of available data. We anticipate pressure on Armenia regarding various aspects of the Armenia-Azerbaijan negotiation process, including a peace agreement and the unblocking of communication routes,” the report adds.
The FIS also believes that actions aimed at damaging Armenia’s international reputation and economic potential will continue. These actions could include the exploitation of environmental and water resource issues, the distortion of traditional or family values, and the tactic of attributing one's own harmful goals to other external actors.
