YEREVAN, August 27. /ARKA/. At its regular meeting on Thursday, the Armenian government adopted amendments to a number of bills that will allow observing quarantine rules in the country without introducing a state of emergency.

"A situation is possible when the rate of spread of the epidemic will make it possible to achieve protection of the population without the legal regime of a state of emergency. These assumptions gave grounds for working out this package. We propose to amend the laws," Armenian Justice Minister Rustam Badasyan said.

In his words, if the amendments are adopted, the state of emergency will no longer be extended and upon the expiration of its term, the new adopted norms will already be in force.

"In case of penetration of viral diseases into the territory of Armenia, the threat of their foci, spread and the emergence of an epidemic, quarantine can be established. It can be introduced in the settlement at the suggestion of the health authorities, the governor or the mayor," the minister began to present the project.

He noted that quarantine can be established in a certain part of the city or in a certain territory, including at enterprises and other economic entities.

Along with that, the government can declare quarantines throughout the country, at border checkpoints, as well as in two or more regions.

When a quarantine is declared, a special regime of entry and exit is established, a temporary restriction or ban on crossing the border, freedom of movement of citizens and vehicles is limited, isolation and self-isolation of citizens are introduced.

If necessary, stricter rules can be established, such as restrictions on holding and participating in mass and public events, restrictions on the activities of legal entities, educational institutions, local and state authorities, as well as restrictions on trade.

Badasyan noted that the adoption of the draft will allow the authorities to continue the anti-epidemiological struggle without an emergency regime.

A state of emergency was declared in Armenia on March 16, 2020 in order to suppress the spread of COVID-19, and then it was extended five times. Thus, according to the government's decision of August 12, the state of emergency is in effect in Armenia until 17:00 on September 11.

At the same time, restrictions on free movement and some types of economic activity introduced from March 24 were lifted on May 4, and, public transport, gyms, kindergartens and catering facilities resumed operating from May 18. From August 12, foreigners’ entry to the country was allowed. Holding meetings and rallies was allowed as well, but with wearing masks and observing social distance.

According to the latest regular report released Thursday morning, there are 43,270 confirmed COVID-19 infection cases, 864 deaths and 36,988 recovered patients in Armenia. -0---
