YEREVAN, July 1. /ARKA/. The bill amending the Law on State Registration of Property Rights, which regulates the procedure for correcting errors in cadastral maps, has been amended for its second reading. This was announced by Nane Ghazaryan, Deputy Chair of the Armenian Cadastre Committee.

According to her, one of the key changes was a revision of the payment procedure in cases where the area of ​​a land plot increases after the correction of a cadastral error.

"The issue of citizens being required to pay the cadastral value of the area added as a result of the error correction was discussed. However, if the citizen had the right to free use of residential space or agricultural land, they will be exempt from this payment," Ghazaryan noted.

Another change concerns cases where, after the correction of a cadastral error, the plot ends up in the territory of another community.

"In such cases, the consent of local government bodies will be required. This is done to prevent potential disputes between communities," explained the deputy chair of the Cadastre Committee.

The parliamentary committee approved amendments to the bill. The amended document will be considered in a second reading at an extraordinary session of the National Assembly of Armenia on July 2.

According to the bill, if the area of ​​a land plot increases due to the correction of a cadastral error, the cadastral value of the additional area is generally required to be paid. A new procedure for the administrative correction of errors in cadastral maps is also introduced.

The committee voted in favor of the amendments. The amended bill will be discussed in a second reading at an extraordinary session of the Armenian parliament on July 2.

The bill, already approved by parliament in the first reading, proposes amending the Law "On State Registration of Property Rights" and regulating the procedure for correcting errors in cadastral maps. This applies to cases where the information on the boundaries, area, location, intended use, or functional purpose of real estate in the cadastral register does not correspond to the actual location or documents on the basis of which the registration was made.

The document establishes a procedure for correcting such errors, including through administrative proceedings before the Cadastre Committee. This procedure requires the participation of qualified specialists, the use of orthophotomaps, and the approval of neighboring property owners, communities, or authorized government agencies if the correction affects their interests.

If the correction increases the area of ​​the plot, the citizen will generally be required to pay the cadastral value of the increased area. If the area decreases, compensation is provided by the community.

The administrative procedure will last 40 days, with the possibility of an additional 20-day extension. The law is scheduled to enter into force three months after its official publication, and supporting legislation must be adopted within six months of its adoption.
