Armenia's tax revenue-to-GDP ratio reached 24.08% in 2025, says State Revenue Committee (SRC) Chairman
YEREVAN, June 10. /ARKA/. In 2025, Armenia's tax revenue-to-GDP ratio reached 24.08%, marking an increase of 0.7 percentage points from the previous year, according to Eduard Hakobyan, Chairman of the State Revenue Committee (SRC).
"This improvement is primarily attributed to administrative measures and a decrease in the shadow economy," Hakobyan stated during a session of the National Assembly Standing Committee on Economic Affairs.
The SRC Chairman also shared insights on the efficiency of tax administration. He reported that the efficiency ratio, which indicates the relationship between the current expenses of the tax authority and the total tax revenue collected (including income tax refunds), stood at 1.02% in 2025.
"This represents a decline of 0.22 percentage points compared to the previous year. Essentially, 1.02 drams were expended to collect 100 drams in taxes, which is 0.22 drams less than last year," Hakobyan explained.
By the conclusion of 2025, tax revenues and state duties in the national budget reached 2 trillion 725.2 billion drams, reflecting an increase of approximately 334.3 billion drams, or 14%, compared to the prior year.
Previously, Finance Minister Vahe Hovhannisyan indicated that the tax-to-GDP ratio in Armenia would be 24.5% by the end of 2025, nearing the target of 25%. -0-
