Russian diplomat new head of OSCE office in Yerevan

RA Foreign Minister Vardan Oskanyan held a meeting with the newly appointed Head of the Yerevan office of the Organization for Security and Cooperation in Europe (OSCE), Ambassador Sergey Kapinos (Russia).
YEREVAN, October 24. /ARKA/. RA Foreign Minister Vardan Oskanyan held a meeting with the newly appointed Head of the Yerevan office of the Organization for Security and Cooperation in Europe (OSCE), Ambassador Sergey Kapinos (Russia).
The press and information department, RA Foreign Office, reports that Minister Oskanyan welcomed Ambassador Kapinos’ return to Armenia in a new capacity. He expressed the confidence that Armenia’s traditional effective cooperation with the OSCE office will be continued.
The sides pointed out the importance of further implementation of programs, particularly the programs implemented jointly with the RA Police, the activities of the Syunik regional office working to reduce poverty, as well as a number of socio-economic programs.
Ambassador Kapinos informed the RA Foreign Minister of the results of a meeting of the heads of OSCE regional offices, pointing out a positive appraisal of the Yerevan office made by the OSCE Secretary General. According to him, the agenda of the organization’s cooperation with Armenia is a rather packed one, and the OSCE office in Yerevan is determined to complete the previously launched programs and initiate new ones.
Ambassador Sergey Kapinos was born in Ukraine in 1956. In 1978, he graduated from the Department of International Economic Relations, Moscow State Institute of International Relations. In 1992, Kapinos graduated from the Department of Social and Political Sciences, Diplomatic Academy of the RF Foreign Office.
Since 2003, Kapinos has been Deputy Head of the Caucasian Directorate, RF Foreign Office.
He speaks English, French, Polish, Ukrainian, Urdu and Hindi. P.T. –0—
