Armenian president imposes state of emergency

Last Saturday (March 1) Armenia’s President signed a decree declaring a state of emergency in Yerevan, effective immediately and for the next 20 days
YEREVAN, March 3. /ARKA/. Last Saturday (March 1) Armenia’s President signed a decree declaring a state of emergency in Yerevan, effective immediately and for the next 20 days, “in order to prevent the threat to the constitutional order in the Republic of Armenia and for the purpose of protecting the rights and legal interests of the population“.

Under the decree, the President is the one in charge of the urgent issues and elimination of the circumstances that served as basis for declaring the state of emergency. The country’s Ministry of Defense and the Police is to ensure the legal regime of the state of emergency.

The decree declares certain restrictions in the public life, particularly ban on holding meetings, public rallies, demonstrations, marches and other mass events, as well as ban on strikes and measures to stop or otherwise suspend the activities of organizations. If required, movement can be restricted to vehicles and individuals can be searched by the law-enforcement bodies. Mass media coverage of state and internal politics issues is allowed only within the limits of official information.

 Leaflets and political propaganda by other means is allowed only if there is permission from the respective state agencies. The presidential decree also envisages temporary suspension of activities of political parties and other nongovernmental organizations obstructing the removal of the circumstances serving as a basis for the declaration of the state of emergency.

People who break the state-of-emergency regime can be expelled at their own expense or, if they don’t have means, at the expense of Armenia’s state budget on the condition of further refund of expenditures.Armenian Government is to take necessary measures to ensure the implementation of the decree. –0--
