The media source writes that Vice-premier Tigran Avinyan said yesterday that he was negotiating with Russia over construction of a new nuclear power plant. Former Armenian president Serzh Sargsyan said the same yet in 2008 in his address to the National Assembly.
According to the paper, Armenia can't afford to finance the project that is estimated to cost $4 to 5 billion, and Russia has repeatedly made it clear that it can't provide such a big loan - it can lend 20% at best.
"There are cosmic-scale plans, but there is no money," Zhamanak writes. -0---
