Armenian government signs agreement with HAYPASS on implementation of biometric passports and ID-cards system

YEREVAN, April 28. /ARKA/. Last Friday Armenia officially inked a deal with HAYPASS CJSC to roll out a cutting-edge system for biometric passports and ID cards in Armenia. The agreement was signed by Arpine Sargsyan, the Armenian Minister of Internal Affairs, and Rejdis Bouchien, the General Director of HAYPASS CJSC, which was established by the French consortium IDEMIA Identity Security France and A.C.I. Technology S.à.r.l.
This consortium previously secured the tender for developing and implementing the necessary infrastructure for the biometric passport and ID card system in Armenia. As outlined in the agreement, HAYPASS CJSC is set to unveil a modernized infrastructure in the latter half of 2026, featuring innovative solutions for biometric data collection. This will include a new geographical network equipped with state-of-the-art offices designed in line with international standards.
Plans are in place to standardize head office buildings alongside server and printing equipment. Citizens of Armenia, as well as individuals with different legal statuses, will receive secure and high-quality identity cards. A new standard will also be established to enhance personal data protection and ensure the legal identity of all individuals.
The distribution of passport functions will follow a clear structure: the determination of status, verification of identity, and management of the state population register will be retained by the Migration and Citizenship Service within the Ministry of Internal Affairs. Meanwhile, a private partner will handle the collection of biometric data, document printing, and distribution to recipients.The Armenian Interior Ministry announced that signing the agreement marks a significant milestone in the Armenia-EU visa liberalization dialogue, highlighting that a modern and effective biometric system is essential for moving forward.
On August 8, 2024, the government approved a plan to issue Armenian citizens ID cards and biometric passports in a new design. Production of these biometric documents is set to commence in the latter half of 2026.-0-
