The Armenian parliament has passed today in the first reading a set of changes to the law on local duties and payments, which set heavy fines for display of unauthorized fireworks.

YEREVAN, February 9. /ARKA/. The Armenian parliament has passed today in the first reading a set of changes to the law on local duties and payments, which set heavy fines for display of unauthorized fireworks. 

According to deputy mayor of Yerevan Kamo Areyan, the changes have been prompted by numerous complaints of Yerevan residents that fireworks launched by people on various occasions, including late at night, disturb their rest and sleep.

Areyan said under the proposed changes, the permission to display fireworks will cost from 50 thousand drams ($104) to 300 thousand drams ($623). If the permission is granted the person will be able to launch unlimited number of fireworks during the year, except for the night hours (from 23:00 to 7:00).

If fireworks are launched without the appropriate permission or with violations of safety and other requirements, the organizers will be fined in the amount of 1 million drams (about $ 2,000), and in case of repeated violation within a year - 2 million drams ($ 4158).

In the event of violation of technical standards the permission may be invalidated. In the event that unauthorized fireworks is launched from the territory of a commercial facility (restaurant, cafe), the fine will be paid by the business owner.

The changes also regulate that places and technical requirements for the display of fireworks are to be determined by the council of community elders. In particular, fireworks can not be launched near residential buildings, multi-apartment buildings, social facilities, water pipes, transport hubs, the Underground, cultural monuments and museums. -0-
