YEREVAN, June 18. /ARKA/. The Armenian Ministry of Labor and Social Affairs has developed a new program to promote the employment of people with disabilities and citizens over 63. The project was presented at a government meeting on Thursday by RA Minister of Labor and Social Affairs Arsen Torosyan.

"The initiative is aimed at expanding employment opportunities for people with disabilities of groups I and II, individuals with profound or severe functional limitations, as well as citizens over 63," Torosyan said.

He noted that the program should facilitate their intensive involvement in public and economic life, earn additional income, and increase social activity.

The document emphasizes that many older adults and citizens with disabilities possess professional experience and potential, and their employment contributes not only to their socioeconomic stability but also to the retention of qualified personnel in the labor market, strengthening intergenerational cooperation, and fostering an inclusive society.

Who will be eligible for support?

According to the draft, state support will be provided to employers who enter into an employment contract with an individual with a disability or a citizen over 63 years of age for a period of at least 3-6 months.

Exceptions will be made for government agencies and organizations in which the state or community shareholder is 50% or more.

Employment can be either full-time or part-time.

What benefits are provided?

Employers are invited to reimburse a portion of the income tax paid on the salary of an employed employee on a quarterly basis:
for the first three months of employment – ​​50% of the income tax amount, but not more than 25,000 drams per month;
For the fourth to sixth months of employment—100% of the income tax amount, but no more than 50,000 drams per month.

If employment continues for another year after the end of the compensation period, the employer will receive a one-time subsidy of 100,000 drams.

Program Financing

Authorities plan for the program to cover approximately 200 people in 2027. Implementation costs are estimated at approximately 45 million drams.

The amount of state support per participant for the first six months will be up to 225,000 drams. The employer will receive an additional 100,000 drams after one year of employment.

The Ministry of Labor notes that the program's implementation will not require additional expenditures from the state budget: funding is planned to be provided through the optimization and redistribution of funds within the ministry's budget limits for 2027–2029.

Expected Impact

If the project is adopted, the authorities hope to increase the competitiveness of people with disabilities and citizens over 63 in the labor market and ensure their more stable employment.

The program is consistent with the provisions of the Armenia Transformation Strategy 2050 and the government's program for 2021-2026, which envisage increasing the effectiveness of state employment programs and introducing new employment support mechanisms.

Deputy Prime Minister Tigran Khachatryan also proposed rewarding employers who employ the above-mentioned categories of people. ($1 - 368.06 drams).
